Is there anyway to sticky and close a topic?

When you create a new topic, you make your topic as an annoucement then close it from the bottom of the page.

I have no idea what you just said so there is no way to press a stiky button so it will stay forever?

Yes there is.  Edit the first post on your topic.  There is a little box in the lower left that says "Announcement".  Check that box.

To close a topic, scroll all the way down and click the "Close this topic" button(Just below the New Topic button and to the left).
