Is there a way I can block GUESTS from being able to veiw the Forum Index and what members are on the site?

You can block guests from viewing your posts making them private.

What you can do is to make your forums invisible. Guests cannot see the index when forums are invisible.

Administration Panel > Edit/Delete a forum > Choose all forums > Invisible forum > yes
