Basically anything there that's blue and I want black (buttons I am changing later), and the white border I would like red #990000.

As far as I can see everything in my CSS is what it should be, but I'm very new to this and could be wrong.
Here is what my current CSS is. If anyone can tell me where to put the needed changes and what they are I'd really appeciate it. Thanks!

It's not CSS.

Go to your administration panel.

Click "Configuration and appearance of the message board"

Change these:
"Color of the first top line"
"Color of the second top line"

Fiddle around with the rest of the colours if you think it's necessary.
