I think there is a bug in the forum where I had created a user with the setting of accounts to be manually accepted. The user had registered with the site and I saw his account pending. I therefore had accepted the request and when I did accept I went to add him as an administrator. The adding of the Admin privileges was done successfully, however the user account now states that it is pending the approval of myself (primary admin) to accept the request to be a member of the site.

Now either way, when I try to remove the account it tells me that I cannot edit or delete the account because it belongs to an administrator. The other side of it is that the account is still waiting approval from me to allow the user to be a member of my forum. Is there anyway around this?

Either way I seem blocked can't remove it and cannot approve it.

No the user cannot log in to the account they created.

Basically the account appears to be an admin account but not active due to it waiting for me to accept the account to enable the user to log in. however manipulation of the account is impossible due to it being stamped with admin rights.
