I've been trying to figure it out for a while but I don't understand how.

It says down at the bottem:   Private forum, only members with permission can read this forum.

how do I make a forum have that?

Administration panel/ edit-delete forum/ choose the forum you want to make private/submit/by selection or for registered members only submit
