a member of my board reported that he actually be able to edit not only his posts, he also can edit post of other members, even my posts (Administrator Posts).
He have a normal account, not a moderator or secondary admin. how is that possible?

it is not possible.
he can edit to "see" inside the post but he cannot save. you can do the same here with any post.
